The diversality of the web is best described by looking at the experiment which we started last year in Witzenhausen:

In this process are already a few layers of abstraction involved.
One is the addressing, the way we give names to places i.e. URLs, and the other the prevailing and neglected multiplicity of languages and strong tradition of anglocentrism in software engineering and computer sciences. Why there are standards about Internationalized Resource Identifiers (IRIs), but seldomly implemented throughout the whole stack.
